The IRA includes a historic $8.8 billion in rebates and tax incentives to help consumers make home energy upgrades that reduce energy bills and carbon emissions. Our new policy paper, based on the latest DOE guidelines, The Residential Capital Stack, outlines how the new incentives can be combined with funding from other federal, state, and utility programs – such as the Weatherization Assistance Program – to provide even greater benefits to low-income, moderate-income, and market-rate households.
