Dr. David Hunter

Vice President of Government Affairs

Dr. David Hunter has more than 25 years of experience helping corporations, organizations, and Congress develop and navigate energy and environmental policy.   

Prior to joining AnnDyl Hunter spent 11 years at the Electric Power Research Institute, where he was Head of Federal Affairs and led EPRI’s congressional and federal engagements.  He led EPRI’s Infrastructure Investment and Jobs Act and Inflation Reduction Act strategy and worked closely with electric utilities and other stakeholders to develop and implement engagement strategies meeting company objectives.  

Hunter was previously founding US Director of the International Emissions Trading Association—the world’s largest carbon markets trade association—and ran IETA’s state, regional, and federal programs at a time when emissions trading was one of the top two domestic issues in the US. 

Hunter spent 9 years on Capitol Hill, where he was the principal energy and environment advisor to Senator Susan Collins (R-ME) and the Senate Homeland Security and Governmental Affairs Committee.  He played a major role in shaping the Energy Policy Act of 2005 and the passage of chemical security legislation. 

He has appeared in numerous media outlets, including the New York Times, E&E Publishing, and Clear Skies TV.  He has a Ph.D. in Earth Science from the Scripps Institution of Oceanography and a B.S. in Natural Resources from Cornell University, and currently serves on the Board of Directors of American Forests, the nation’s oldest conservation association.
