- Federal Legislation – We secured a historic $9 billion investment by Congress to make homes more energy efficient & create energy efficiency jobs.
- Federal Appropriations – We secured hundreds of millions in appropriations wins for clients, including bipartisan support for Weatherization Assistance Program funding in FY 2026.
- Executive Branch – AnnDyl engages with officials across the U.S. Department of Energy, the U.S. Environmental Protection Agency, the Internal Revenue Service (IRS), the U.S. Department of the Treasury, and other federal agencies on behalf of our clients. We have secured program changes, regulatory modifications, and enhanced support for client priorities across a range of energy programs.
- State Legislation – We have drafted, coordinated, and enabled the successful passage of multiple bills at the state level, supporting residential contractor small businesses through improved workforce development and consumer protections.
- Energy Regulation – From 2024-2025 we secured increased demand-side management incentives along with supporting workforce development funding of $2,000 per worker, for specific technologies and industries.

- Inflation Reduction Act – We secured a historic $9 billion investment to make homes more energy efficient & create energy efficiency jobs as part of 2022’s groundbreaking climate change law.
- Journeyman Bill – On behalf of HVAC contractor trade associations, we secured passage of a bill designed to support a well-trained home performance workforce in Maryland.

Appropriations – We secured hundreds of millions of dollars in appropriations wins for clients, including $50 million for a hydrogen pilot project, tens of millions for building efficiency, and $5 million for EV workforce development.
